The Chinese Communist Party has begun a four-day session of its Central Committee in Beijing. This Fifth Plenum gathers approximately 300 senior members to review the party's direction. State media indicated the meeting aims to strengthen internal discipline. The session started on Monday and is scheduled to conclude on Thursday.

Plenums are closed-door events that occur at least once annually. There are typically seven such meetings during a five-year term. These gatherings serve as primary indicators of leadership priorities. The current timing is strategic as the next Party Congress is one year away. That upcoming congress will select a new central committee and set new strategic priorities. The process for selecting top leaders remains secret within the party elite. Officials expect Xi Jinping to be reappointed as leader, a move facilitated by the previous removal of term limits.

Recent purges have reshaped the party's senior ranks. Allegations of corruption and moral failings have removed many senior figures. Experts interpret the focus on moral corruption as a tool to ensure loyalty to Xi. Disloyalty to the party is often framed as a breach of morality. This creates an environment of caution among delegates attending the meeting.

The Asia Society Policy Institute provided specific data on the extent of the removals. Of 44 military members appointed to the Central Committee in 2022, only two remain in position. The seven-member Central Military Commission has been reduced to two individuals. Xi Jinping and one other general currently comprise this body. The plenum offers a chance to appoint new officers to this key military organ.

A statement from the 21-member Politburo in September outlined the agenda. The group said the plenum would adopt decisions on advancing comprehensive strict governance. This language suggests a goal of improving obedience and effectiveness among distant officials. The location of the meeting has not been publicly announced, though past sessions were held at Beijing's Jingxi Hotel.

The session is set to end on Thursday. A summary of decisions and a detailed document will be released to the public after the meetings conclude. These documents will detail the specific strategies adopted for the run-up to the next Party Congress.
