Britain’s relationship with the European Union may face a formal public review after the next general election.

Prime Minister Andy Burnham told the Sunday Times that voters should weigh the facts before the country decides whether to restore free movement between the UK and the EU. He stated, “I think you have to have a very factual, quite evidence-based debate about this.”

Burnham has previously described a new deal that could see the UK go “all the way” and rejoin the EU. Other options under discussion include joining the single market or the customs union. Both arrangements would require the UK to accept rules set by Brussels.

The prime minister acknowledged that free movement had “very significant challenges associated with it.” However, he argued that migration patterns in Europe have changed over the past decade. He noted that “revolving door migration where people would come and then go back is different.” He also pointed to reciprocal benefits for Britons, particularly young people seeking to live in Europe.

These proposals conflict with red lines set in Labour’s 2024 election manifesto. That document ruled out the return of free movement, single market membership, and customs union status. Because of this, any fundamental shift in policy likely must wait until after the next general election. That vote is expected by 2029.

Burnham will meet EU leaders at a summit in Brussels on 20 November. The meeting will serve as a venue for discussing these potential changes to the post-Brexit relationship.
